Financial Support for Students
Please read these guidance notes carefully before completing the online application form. If you submit incorrect evidence or fail to submit evidence, your application will be delayed considerably. The closing date is Friday 4th July 2025. Applications received after this date will not have their bursary in place at the beginning of the term. By submitting the application form, you have agreed to the terms and conditions as if you had signed a paper document.
Each year, the College receives an annual allocation of funds to support its learners aged 16-18 and those over 19. The funds are intended to support students who face financial barriers to participation in education.
We have five bursaries available:
16-18 Bursary for Young People in Defined Vulnerable Groups
This bursary is for students aged 16-18 in defined vulnerable groups, for financial assistance towards food, travel, and essential kit costs, among others. Please read below for further details.
If you are granted the bursary, this is a list of the possible assistance available:
- Essential Uniform/Kit specified by the course leader and detailed on the College website.
- Please note that we will not cover the cost of any other items of uniform/kit other than that specified on the website. Therefore, we do not cover the cost of items such as, for example, trainers, and bags. All kits must be returned at the end of the course. Receipts must be sent to bursary@bexhillcollege.ac.uk
- DBS checks that are required by the College course. Receipts to be sent to bursary@bexhillcollege.ac.uk
- Art/Photography/Textiles material packs, available from the Finance office. Receipts to bursary@bexhillcollege.ac.uk
- Stationery e.g., USB pen, sketchbook, notebook (these items must be obtained from the college Finance Office via email bursary@bexhillcollege.ac.uk)
- Travel contribution (over 3 miles and not receiving Local Authority assistance).
- Please note that financial assistance is subject to 100% attendance.
- Tickets must be uploaded every week to Student Portal – see the conditions tab for more information. It is the student’s responsibility to upload their tickets every week
- Please note: a travel payment, without complete 4 weeks’ evidence, will not be made. You will not be reminded to do this.
- Refectory Food Credit (strictly subject to funds available and 100% attendance) or Free School Meals Credit. See the conditions tab for more information.
- Contribution to College UK-based course-related trips (completed trip forms, for eligible trips, must be handed into Student Services five days before the deadline)
- Essential course textbooks, which must be handed in at the end of the course in excellent condition. Students should ask the Student Services Officer first before purchasing books as we have a bursary library.
- Equipment or art materials obtained at the Finance Office, email bursary@bexhillcollege.ac.uk. If the items required are not available from the Finance Office, students must seek permission from the Student Services Officer before purchasing them elsewhere, if a refund is required. If the student fails to do so, the College is under no obligation to refund the purchase.
- Print credit: students are given £5 when the bursary is first agreed, and students can request top-ups during the year by emailing bursary@bexhillcollege.ac.uk
- University Open days/University Interview travel costs (funds permitting). University email evidence and travel tickets are to be sent to bursary@bexhillcollege.ac.uk
- Exam resits (for exams previously taken in this College). Please note this does not include late exam fees and is dependent upon 94% and above attendance across the year.
- Possible loan of a bursary laptop or camera to be used for coursework. Please see Student Services if you would like to request a loan.
- All the above are subject to funds available, 100% attendance and good behaviour.
A student must be:
- aged 16 or over but under 19 on 31st August in the year of application.
- on an ESFA-funded course.
The student must also fall into one of the following groups:
- in care.
- Care leaver.
- Receiving Income Support, or Universal Credit, because they are financially supporting themselves or financially supporting themselves and someone who is dependent on them and living with them such as a child or partner.
- Receiving Disability Living Allowance or Personal Independence Payments in their own right, as well as Employment and Support Allowance or Universal Credit in their own right.
- letter from a Social Worker
- Universal Credit statements x 3 most recent months in student’s name
- Universal Credit statements x 3 or ESA letter plus DLA or PIP Letter both in the student’s name
Travel
We will not fund travel for students who live within a 3-mile radius of the College, unless there are exceptional or medical circumstances, which will be considered on a case-by-case basis and appropriate evidence will need to be provided. Students should be aware that they will need to cover their own travel costs for the first month of College until the bursary has been agreed. The travel bursary is to help with public transport bus or train costs, it is not to cover taxi fares. Students will be allocated travel assistance according to their mileage to College. The Freedom ticket is £15.00 a week (at the time of publication) and students are expected to purchase this ticket if coming into College by bus. If the student is coming by train, we recommend the 16 – 17 Railcard. If students are over 18 and travelling by train the travel costs will be higher and we will consider them at the time of application.
If travel assistance is agreed, students must upload their tickets every week. The travel contribution is subject to the attendance % of the previous 4-week period. The contribution will be paid by BACs payment. Payments are made to students only, not parents/carers. Students must have their own bank account set up for the beginning of the term. If a student has their own vehicle and intends to drive to college, they should keep all fuel receipts and send a photo of their logbook or insurance document to bursary@bexhillcollege.ac.uk.
All travel tickets and receipts need to be kept, scanned, or photographed and submitted to the Student Portal on the Bursary link for the travel contribution to be processed. If there is no ticket evidence for travel, there will be no payment, so students should keep them safe until they upload them to the Student Portal. We recommend uploading them as they are purchased or weekly.
The first travel payment will be made on 3rd September, in advance, for agreed travel bursaries, for the first two weeks only. The student will need to submit photos of the tickets purchased during this time to the Student Portal on the bursary link at the top of the home page, by 8th September mid-day, to be processed on 11th September. Once attendance and tickets are checked, the payment will be run and put into bank accounts on 17th September. This will be repeated every 4 weeks (term time only).
Tickets must be submitted by the end of the week in which they are purchased.
These are the dates when we will process the payments based on the tickets you have uploaded. Please note that if you fail to upload your ticket evidence in the week in which they were purchased you will not be paid until we receive that evidence. We will not chase the students for ticket evidence.

Food/Free School Meals
Your Student ID Card is topped up regularly with a Refectory food contribution, subject to your attendance percentage for the previous 4-week period and where funds are available.
Free School Meals students will receive £2.61 a day for every timetabled day at College. This is topped up on their Student ID Card every 4 week with the additional element of food bursary.
Students will receive a bursary agreement letter (sent by email), containing full details and all further communications about the bursary will be through the student’s College email account. Students must regularly look at their College email account, otherwise they will miss important bursary messages.
Childcare

Students aged 20 can apply for 20+ Childcare. Please email bursary@bexhillcollege.ac.uk for the application form. There are limited funds, so students must apply before 4th July 2025 to be considered (funds permitted).

APPEALS
You have the right to appeal if:
- You believe your application has been assessed incorrectly
- You believe your application has not been processed correctly.
Your appeal should be made in writing, within 2 weeks of receiving either your award/grant notice or a letter refusing support.
16-18 Discretionary Financial Support
This discretionary fund is for students aged 16-18 for financial assistance towards food, travel, and essential kit costs, among others. Please read below for further details.

A student must be:
- aged 16 or over but under 19 on 31 August in the year of application.
- aged 19 or over continuing on a study programme they began aged 16 to 18 (‘19+ continuers’) or have an Education, Health and Care Plan (EHCP).
- on an ESFA-funded course.
A student must also be in one of the following groups:
- In receipt of free school meals in Year 11 in 2024 – 2025 and those whose parents/ guardians are currently in receipt of a means-tested benefit (Income Support, Employment and Support Allowance (ESA), Tax Credit where annual gross income is less than £16,190, Guaranteed Element of State Pension Credit or Universal Credit).
- Those whose parents/guardians are currently in receipt of a Tax Credit Award Notification showing a total household income* of £38,300 or below (or Universal Credit).
- Those whose financial circumstances have changed since the end of the tax year and don’t fall into one of the above groups. Financial evidence will need to be shown to demonstrate an income of less than £38,300 i.e., P60, self-employment accounts, pension.
*Household income (total combined income from, for example, taxable income including earnings, some state benefits, pensions, rental income, income from trust and tax credits)
The following are accepted forms of evidence when applying for this bursary:
- Tax credit form for 2025- 2026 (CTC needs to show student in education and receiving the full year’s money not half a year).
- If the Provisional Tax Credit form for 2025-2026 is presented a clause will be added that the amended tax credit form must be presented before the end of the first term for the bursary to continue the full academic year.
- Annual Review End of Year form for 2025 showing child tax credit amount and income.
- P60 or a few wage slips showing the ‘Yearly income to date’ of all employed household.
- Employment and Support Allowance (ESA) or Income Support (IS) Letter.
- Carers Allowance letter.
- Pension evidence:
- State Pension, Private Pension and Pension Credit
- Bank statement showing ESA or IS or Pension with an official document to support.
- Universal Credit – 3 most recent monthly award statements.
- Rental income.
- SA302 tax calculation or tax year overview from the HMRC online account if self-employed*
- *If only income then written confirmation that no benefits are received.
- A letter from the previous school or Local Authority to confirm receipt of FSM will be needed.

19+ Bursary – Discretionary Learner Support
This bursary is for students aged 19 or over and studying for a full-time qualification at level 3 or below and are either funded by the AEB or studying a level 3 qualification or above and have an Advance Learner Loan. There are limited funds available, and we may not be able to assist with all requests.
- Travel contribution (over 3 miles and not receiving Local Authority assistance). Please note that financial assistance is subject to 100% attendance. Tickets must be uploaded every week to Student Portal – see the conditions tab for more information. It is the student’s responsibility to upload their tickets every week – please note a travel payment, without complete 4 weeks’ evidence, will not be made. You will not be reminded to do this.
- Subject to funds available, 100% attendance and full engagement in your lessons.
A student must be:
- aged over 19 on 31 August in the year of application and AEB Grant Funded*
- aged over 19 on 31 August in the year of application and have an Advance Learner Loan*
- on a full-time course.
*and those whose parents/guardians or students themselves are currently in receipt of a Tax Credit Award Notification or Universal Credit showing a total household income** of £38,300 or below.
**Household income (total combined income from, for example, taxable income including earnings, some state benefits, pensions, rental income, income from trust and tax credits)
The following are accepted forms of evidence when applying for this bursary:
- Tax credit form for 2025- 2026 (CTC needs to show the student in education and receiving the full year’s money not half a year)
- If the Provisional Tax Credit form for 2025-2026 is presented, a clause will be added that the amended tax credit form must be presented before the end of the first term for the bursary to continue the full academic year
- Annual Review End of Year form for 2025 showing child tax credit amount and income
- P60 or a few wage slips showing ‘Yearly income to date’.
- Employment and Support Allowance (ESA) or Income Support (IS) Letter
- Carers Allowance letter
- Pension evidence:
- State Pension, Private Pension and Pension Credit
- Bank statement showing ESA or IS or Pension with an official document to support.
- Universal Credit – 3 most recent monthly award statements
- Adult Learner Loan evidence, if applicable
- Rental income

Travel Bursary
This bursary is for students aged 16 to 18 who require financial assistance with travel costs.
Travel Assistance: 50% contribution toward costs (over 3 miles)
The bursary contributions are subject to 100% attendance and good behaviour and are made at the discretion of the college and are subject to change depending on demand. Awards may differ.
A student must:
- be aged 16 or over but under 19 on 31st August in the year of application
- be on an ESFA-funded course
- have a household income* of £46,800 or below.
*Household income (total combined income from, for example, taxable income including earnings, some state benefits, pensions, rental income, income from trust and tax credits)
The following are accepted forms of evidence when applying for this bursary:
- Tax credit form for 2025- 2026 (CTC needs to show student in education and receiving the full year’s money not half a year).

If granted the Travel bursary then please see the conditions tab for Travel information, no other award will be given.
If the household income is below £46,800 but above £38,300 then the student could receive up to 50% contribution towards the travel costs subject to their attendance %, whilst funds are available. Students will be contacted by college email in good time if this were to happen.

The student will need to submit photos of the tickets purchased during this time to the Student Portal on the bursary link at the top of the home page, by 8th September mid-day, to be processed on 11th September. Once attendance and tickets are checked, the payment will be run and put into bank accounts on 17th September. This will be repeated every 4 weeks (term time only).
Tickets must be submitted by the end of the week in which they are purchased.
These are the dates when we will process the payments based on the tickets you have uploaded. Please note that if you fail to upload your ticket evidence in the week in which they were purchased you will not be paid until we receive that evidence. We will not chase the students for ticket evidence.

If granted the Travel bursary no other award will be given.
If the household income is below £46,800 but above £38,300 then the student could receive up to 50% contribution towards the travel costs subject to their attendance %, whilst funds are available. Students will be contacted by college email in good time if this was to happen.

Laptop Loan Bursary
This bursary is for students aged 16 to 18 who require a laptop to facilitate their learning.
Loan of a bursary laptop to be used for coursework.
A student must:
- be aged 16 or over but under 19 on 31st August in the year of application
- be on an ESFA-funded course
- have a household income* of £45,000 or below.
*Household income (total combined income from, for example, taxable income including earnings, some state benefits, pensions, rental income, income from trust and tax credits)
The following are accepted forms of evidence when applying for this bursary:
- Tax credit form for 2025 – 2026 (CTC needs to show student in education and receiving the full year’s money not half a year).
- if the Provisional Tax Credit form for 2025-2026 is presented a clause will be added that the amended tax credit form must be presented before end of first term for the bursary to continue the full academic year.
- Annual Review End of Year form for 2025 showing child tax credit amount and income.
- P60 or a few wages slips showing ‘Yearly income to date’ of all employed household.
- Employment and Support Allowance (ESA) or Income Support (IS) Letter.
- Carers Allowance letter.
- Pension evidence:
- State Pension, Private Pension and Pension Credit.
- Bank statement showing ESA or IS or Pension with an official document to support.
- Universal Credit – 3 most recent monthly award statements.
- Rental income.
- SA302 tax calculation or tax year overview from the HMRC online account if self-employed*
- *If income only then written confirmation that no benefits are received.
No other award will be given.
Please note that all college laptops must be used for college work only either in college or at home. Please be aware that all college devices are installed with safeguarding monitoring and filtering programmes.
